Repeater flashes when pointing forward

If the repeater is next to something powered it creates a 1-tick pulse when placed pointing west even if it should not be powered

Steps to Reproduce:
1. place some powered redstone dust on the ground
2. place a repeater next to the dust, pointing WEST
3. the repeater creates a 1-tick pulse
