Unable to Name Villagers

In past releases I know that you've been able to name villagers with name tags. However, I am trying to name villagers and the name tag doesn't apply to them; instead, the trading interface opens up. (I don't know if this is meant to happen or not, but I thought I'd bring it up in case the latter is the case.)
