Execute a Summon Arrow Damages the Player

if you /execute a summon Arrow command on the edge of a block, the Arrow will hit you.
Sometimes if you relog, this stops happening, sometimes not...

The exact Command:

/execute @a ~ ~1 ~ /summon Arrow ~ ~ ~2 {damage:4,Motion:[0.0,0.1,0.4]}
