Button Affected By "randomTickSpeed" Gamerule

When I press a button with the "randomTickSpeed" gamerule is set very high, it will only activate for a random time, this should not happen as it could affect redstone circuits. If this is not a bug then I will be greatly disappointed. I will attach a forced crash report if it is required.
