When I make a stack 64 fireworks it doesn't let me have 64 it makes a stack of 63 and leaves one out

I did many different combations of stars and kept happening and my inventory was empty and my cpmpter environment was great 400-500 frames temperature cool brandnew computer graphics card was cooler than the computer the the computer was still cool.
