tellraw - gamerule commandblockoutut false

Tellraw does show the command in the chat, but commandblockoutput is set to false

*What I expected to happen was...: Only the Text would show in the Chat.
Only the Text of the tellraw should show.

*What actually happened was...: The Text AND the clickEvent Command (setblock)

Steps to Reproduce:
1. type in the Chat: /tellraw @a {text:"Bug!",clickEvent:{action:run_command,value:"/setblock ~ ~3 ~ stone"}}
2. Click on the Text which shows.
