When I place a redstone, It will not make a sound and it will place randomly on the block

What I expected to happen was...:
The redstone will place normally and I can test the new commands.

What actually happened was...:
I didn't hear the sound of the redstone when I place it and suddenly I just saw a redstone placed randomly on a block from all of the sides.

Steps to Reproduce:
1. Get any block and place a redstone on it.
2. Start making a line from redstone and you will see what happens.
