Mobs disappear when switching to Spectator mode

Whenever you switch from Creative/Survivor Mode to Spectator Mode, the Hostile mobs disappear like it's on Peaceful mode even when it's in Easy/Normal/Hard difficulty.

One picture it taken during Creative mode and the other is when I switched to Spectator mode a couple seconds later.
