command block setblock only works once

whenever I make a command block with a setblock command("setblock ~-39 ~5 ~7 minecraft:redstone_block") the first time I activate the command block it works just fine and places the block as suposed to. but whenever I break the block and activate the command block again noting happens at al. not even a output of the failing of the placing of the block.
