some tools dont get a -2 durability when mineing dirt

i waas playing minecraft andi had no shovel since i made a new world i mined dirt with a axe i found i got a -1 durability not -2 after further testing on a new world i found that it happens with a axe pickaxe but a hoe does not take durability -1 or -2 it takes -0 i request this be fixed
