Powered rail doesn't depower when reoriented

a powered rail shouldn't be powered

What I expected to happen was that the rail wouldn't be powered

What actually happened was that the rail was powered

Steps to Reproduce:
1 make a straight line of powered powered rail
2. place a powered rail diagonally in the line to it
3. place a powered rail diagonally on the other side of the new rail
