I Can't chat!

Everytime I (jedijoe93) tries to chat, it says and i quote in red "Cannot send chat message" I did nothing wrong, and this is happening everywhere! what is going on! how do i fix it! (note i can still /w /m and /msg.) How to recreate. unknown...
