Enderman have mouth open and are shaking when nuetral

I have noticed Enderman have their mouth open and are shaking almost all the time. This occurs with alomst all Enderman in my survival world, even if I have not previously looked at it before. They do seem to occassionally return to their normal peaceful look occassionally, only to change right back.
