More than 1 biome (rivers don't count) can generate in customized single-biome worlds

Steps to reproduce:
1. Go to Customized World settings
2. Set the Biome Slider to Plains

This should only generate the Plains biome and nothing else, but instead, it generates Forests along with the forced biome.
