Stronghold generation

Back in 1.8, Jeb stated that he would make more than just 3 strongholds generate in a Minecraft world in the next update

Worlds still only generate 3 strongholds, not sure if this is exactly a bug, intended, or just not intended.

Steps to Reproduce:
1. Generate a Minecraft world
