Player Heads float above sholders

Player heads can't be equipped like helmets

What I expected to happen was...:
When I put a player head in my helmet slot I would wear it like a helmet

What actually happened was...:
When I put a player head in my helmet slot it just floated where my head is then when I crouch It doesn't go down but it does turn head I turn my head

Steps to Reproduce:
1. I typed "/give @p skull 1 3

{SkullOwner: <Username>}

2. I placed the skull on the ground to let it render
3. I deleted the skull from my inventory
4. I changed to survival mode
5. I destroyed the skull in survival mode
6. I placed the head into my helmet slot
7. I held shift(Crouch) then the skull hovered still while my actual head moved below it
