Ocelots and stray cats in minecarts / boats still try and run

When an ocelot or stray cat is in a minecart, it will continue to try and run. The particles appear, giving the impression that it is running.

Steps to Reproduce:

1. Summon both an ocelot and a stray cat inside of a boat.

   /summon minecraft:oak_boat ~2 ~ ~2 {Passengers:[{id:"minecraft:ocelot"}]}
   /summon minecraft:oak_boat ~-2 ~ ~2 {Passengers:[{id:"minecraft:cat"}]}

2. Switch into survival mode and approach them.
3. Watch them closely.

Observed Behavior:
Ocelots and stray cats inside of boats still attempt to run.

Expected Behavior:
Ocelots and stray cats inside of boats would not attempt to run.
