Fishing rod bobber floats 1/2 block above water

The Fishing Rod Bobber floats just above the water.

What I expected to happen was...:
I expected my new "Luck Of The Sea" enchanted Fishing Rod to go under the water.

What actually happened was...:
The bobber skimmed on the surface of the lake before stopping at the far end. This only happened 50% of the time, though.

Steps to Reproduce:
1. Craft a fishing rod
2. Enchant it with "Luck of the Sea"
3. Fish. The bobber may not submerge properly.
I noticed an older bug report with the same problem, maybe it's come back?
