Cursor stuck looking at ground

When trying to look around the cursor keeps redirecting to the ground and I can't look up or any other direction without returning to view the ground again.
Steps to Reproduce:*

Don't know how to reproduce, logged on and had the issue, happens in both Offline and Online.

I have a 6 sec video but it is too big to send through this
