spawn protection

Hello, I'm not opped on my server (my nickname is not in ops.json and I didn't type op command in console). In server.properties we can see a "spawn-protection=16" but when im connecting to my server in localhost, i can break blocks at spawn. I did the same try with another mojang mc account and I get the same result : spawn protection doesn't work at all.
Any help please? thanks.
