Non-LAN servers not loading

What I expected to happen was...:
My servers load.

What actually happened was...:
All my servers say: Can't connect to server. and if I try to connect it takes a while and says: io.netty.channel.ConnectTimeoutException: connection timed out: (nothing here not even the IP)

Steps to Reproduce:
I dont know, but my friend who lives around me also has this problem.
for me:
1. Try to connect to a multiplayer server or look at the servers.
2. Fail.

Also, It affects 1.7.4 and others, did not try em all, but i said 1.7.5 because I cant choose 1.7.4 or lower

THIS IS NOT A DUPLICTE OF MC-52474 THAT HAS DISSEPERING SERVERS THIS HAS SERVERS NOT LOADING

EDIT 1: It works sometimes, but most of the time it does not.
EDIT 2: On my timezone, it sometimes works at night, but only at night.
EDIT 3: It works more then just at night, usually around my time 6.
