Enchanted book bug

What I expected to happen was...:
Weapon would be abble to use enchantment

What actually happened was...:
Weapon did not use the enchantment effect

Steps to Reproduce:
1. Rename a enchanted book
2. use it in an anvil to apply to a weapon
3. then try to use the weapon and it will not work
