When change gamemode to creative and then back cannot break or damage block without the proper tool.

What I expected to happen was...:
When I changed my gamemode back to survival I thought I would be able to break blocks with anything, albeit at a slower pace.

What actually happened was...:
When I changed the gamemode back I couldn't even damage any blocks without the proper tool (except levers, wheat, grass, track I assume because there is no specific tool for those items). It was like the new update had gone into overdrive.

Steps to Reproduce:
1.(using chat commands) Change your gamemode (online) from survival to creative.
2.Change your gamemode back to survial.
3.The bug is caused
