item frame hit box incorrect size

The hit boxes on item frames seem to be too large.

What I expected to happen was...:
Originally you used to be able to put item frames on the front of chests and still be able to access them.

What actually happened was...:
The hit box is almost the same size as a full block, which is a problem when it is on a chest because it makes it very difficult to access the chest the frame is on.

Steps to Reproduce:
1. Put an item frame on the front of a chest.
2. Try to access said chest.
3. Eventually if you get close enough and get the right angle the chest is accessible,.
