Command Blocks can't make signs anymore

Before when you could use the number values for items such as 1 for stone you could use the /setblock ~ ~1 ~ 63 etc.. to spawn a sign with text, but now you cannot use number values and I tried a whole bunch of logical names for the sign but none of them worked.
