SMP - Passive Mobs (Animals) can't be spawned with spawn egg if spawn-animals=false

Can not spawn passive mobs with spawn eggs if spawn-animals is set to false in server properties.
Think this would be a bug, however could be a change in recent snapshots but before you could spawn with eggs even if set to false, only natural spawning was off.
