Repeater stuck "on"

With a clock of 1 tick "on" and 1 tick "off", when I put repeaters on it, all blink on and off as they should, except the last repeater, it is always "On". I have tried it with different amount of repeaters in a row, same result all normal except last repeater. I tried it with many different types of clockes.
