Clone command and command block minecarts wrong y value

When using the clone command in a command block minecart in the latest snapshot, the cloned copy is placed 1 block lower than it used to be. Most likely caused by the rewrite of minecarts.

This breaks ALL previous creations that use command block minecarts to set blocks/ clone/ fill in areas. As they are all offset by 1 block.
