Baby zombie will not put on a custom player skull, and instead carries it on its head.

Baby zombies can wear helmets that shrink down to their size, but nevertheless, if you do /summon Zombie ~ ~ ~

{Isbaby:1,CanPickUpLoot:1}

, and give it a player skull, it will not wear it like a helmet, it will carry it as if it were an entity riding it.
