Players suffocate in ice when stuck inside of it

The Bug:

Players suffocate in ice when stuck inside of it.

Steps to Reproduce:

1. Summon a large block of ice and teleport inside it by using the commands provided below.

   /fill ~1 ~ ~1 ~5 ~4 ~5 minecraft:ice

   /tp @s ~3 ~1 ~3
   

2. Switch to survival mode and observe if you begin suffocating.

Observed Behavior:

Players suffocate in ice.

Expected Behavior:

Players would not suffocate in ice.
