Mobs not spawning on surface, only underground

I am at y=11 and in SkeleCraft world and there are way too many hostile mobs spawning wherever they can, in light level <8
I know mobs spawn more the farther you go down but all the mobs that should be spawning on the surface are spawning in caves. It is 100% safe to go out in the middle of the night without any weapon.
