Command blocks do not update when you place them near any source of power

I wanted to clone a command block (with command in it) near redstone torch, powered redstone, redstone block, etc. so it will do sth.

Nothing actually happened....

1.Create a command block with command in it f.e. "say I work"
2.Pick the command block with ctr+middle mouse button
3.Place it near any source of power by just putting it there or cloning the command block
