Fireworks Disappear

While in single-player the firework effects work just fine. When I go into multi-player however the firework rocket goes up with the sparkles and then disappears. No sound or explosion of colours. I tried both spawning in the item and crafting it (the various types).

None of the recipes produce rockets that explode even with the firework star. While they do on single-player. The server is Vanilla Minecraft so it can't be any plugins interfering. How can I get the firework to work?
