Snow/Rain looks weird when using the tp command to go very high.

When going too high using the tp command (/tp <player> ~ 30000000 ~) (like 30000000), the rain/snow starts looking weird (The rain/snow slowly become lines).

What I expected to happen was...:
The rain's/snow's texture keeps normal.

What actually happened was...:
The rain's/snow's texture looks weird. See the screenshots.

Steps to Reproduce:
1. Teleport to an high place, like 2147482008 with /tp player ~ 2147482008 ~
2. The rain texture looks weird. (How higher, how more)
