I can't throw ender eyes in the snapshot.

I was making a scoreboard for stat.useItem.minecraft.ender_eye and when I tried to throw the ender eye it didn't work. The ender eye just stayed in my inventory. I tried on survival, creative, and adventure mode. When you right click and ender eye it is supposed to fly towards the nearest stronghold. This only happens on super flat.
Steps to Reproduce:
1. Create a super flat world.
2. Give yourself and ender eye.
3. Try and right click.
