Fill replace not filtering blocks (Disregard, am dumb)

When using the fill and replace command and attempting to filter for a certain block type, the filter does not work and the entire area is filled.

The command being used:
fill ~1 ~ ~1 ~3 ~ ~3 sandstone 0 replace redstone_block 0

Also tried filtering snow and iron blocks, using both the single names and preceding them with minecraft:<block name>
