Particles and blocks outlines appear behind water even though it's not

For some reason Barrier block outlines seem to be BEHIND the water if you look at a barrier with water behind it. This also happens with particles too (not all of them).
How to do it:
1.Stand somewhere facing water.
2.Place a Barrier or do a particle effect while facing the water.
3.You will notice the Barrier outlines or the particles appear to be behind the water.
