/fill not working in some areas of the world

Take a look at the picture and the previous chat output. I did this command about 3 times while walking around, than twice from the same spot. I don't know how to explain it.

It worked in some areas, but not in others. Here's what it did: it replaced any snow layers with air in the 30 positive x and z directions, but not in that small part.
