[MC-49125] .jars don't work unless java is default program

ok. i have solved this issue. it turns out the .jar snapshot files can't run unless java is the default program that runs the .jar files. i had 7zip as the default program. what i was doing was right clicking the file and opening it with java. guess that doesn't work. which might be a bug. all the stuff down below is the original report.

i have downloaded the server files for 1.7 and under and they work, but when i try to run the newer snapshot's cross-platform.jar file, it just spams 'creating new .propertitys file' and it never makes a new one. ;(
i think it might be something with the environment. but if any one knows a trusty place i can get an .exe file that would be great.

also i noticed i couldnt see anything when i used other peoples resource packs with custom models. i think it might have something to do with the graphic card or something?
