Arrows stop in midair above a torch

Arrows will stop in mid air above a torch and can be picked up from that location.

Arrows shouldn't be stopped by a torch 1 block below it. If the arrows are meant to be stopped by the torch, then they should appear in the block the torch occupies and not in one of 3 air blocks above the torch.

Steps to Reproduce:
1. find a jungle temple
2. place a torch behind the tripwire line and inline with the dispenser
3. triggering the tripwire will cause arrows to occasionally stop in midair.
