TNT produce damage when triggered in water

Till snapshot 14w05b the behavior of TNT blocks in water is normal.
Starting snapshot 14w06a and above (14w07a) the TNT blocks are doing extra damage when in water. This is not a duplicate of MC-8565 nor MC-13591...
