Barrier blocks vs sun

When you have a roof of barrier blocks, even thought he ground is lit up, hostile mobs still spawn and they do not burn! This is a huge issue because i am working on a sky block map and i do not want players to travel outside of a 3x3 chunk area.

In the pictures, you ca clearly see that hostile mobs have spawned and do not burn, even though everything is lit by the sun.
