Could Not Come Up For Air

I expected to come up to the surface for air like always, but when I came up, it wouldn't let me appear in an air block, it just made me stay under water. I tried 3-5 different locations with no block above my head, or lily pad for that matter, but I could still not come up. I was carrying some valuble materials such as 15 diamonds, 8 gold ingots, 11 iron ingots, an iron pickaxe, and a stone pickaxe.

1. Go at least 15 blocks underwater
2. Go up for air
