tnt destroys blocks even when submerged under water

when i was exploding TNT that was submerged in 1 block of water, the TNT destroyed the nearby blocks, as shown by the images on the bottom, this never happened in the current version 1.7.4, i tried it in 1.7.4 and as shown by the pictures on the bottom. nothing exploded.
