Boats cannot be placed on water

Player cannot manually place a boat on water. Boats can be placed by dispensers. Players can interact with boats, break them, ride in them, etc.

::Edit: Tested in 14w05b, boats could be placed. Issue seems to be tied to the 14w06 snapshots.
