Boats don't spawn on water when I right-click

Okay, so I started on a new world, got some wood, made a crafting table, and a boat. I go to an ocean, and try to place the boat on the water, but nothing happens! Please try to resolve this! Update on this: I kept trying to place random buttons and it spawned in the ground. But I still can't get it...
