Minecraft Realms command blocks aren't allowed universally

What I expected to happen was...:
With game rule command blocks enabled, I expected command blocks to work.

What actually happened was...:
"The command blocks are not enabled on this server" showed up

Steps to Reproduce:
1. Go to any Minecraft Realms world
2. Make a command block with a command in it
3. It should say that they aren't enabled, but if it doesn't activate the command block.
