when I try to place a boat it wont place

What I expected to happen was...:
when i right clicked with a boat i expected it to place a boat and erase the boat item

What actually happened was...:
that the item did not disappear and the boat entity did not place

Steps to Reproduce:
1. craft a boat out of oak wood
2. place boat in 1 deep water in a jungle biome
