Can't place boat

Can't seem to place boat in water with right click with the latest snapshot. The world was a fresh world created with the latest snapshot.

I tried searching for "boat" before sending this issue but must have had another filter set wrong or something. I don't know how to cancel an issue after it's been opened so sorry for the duplicate.
