boats glitched

can only place boats when flying and can be placed on land, but are half way under the block/water when placed

What I expected to happen was...:
i thought i was going to place a boat on the water

What actually happened was...:
the boat didn't place and only placed in fly mode and the boat could be placed on land

Steps to Reproduce:
1. get a boat in survival mode and try to place it
2. go into creative mode and fly
3. place the boat on land or water
